A Practice Born from Two Remarkable Journeys

STARS was founded by a husband-and-wife physician team whose combined backgrounds represent something genuinely rare in modern medicine: deep clinical expertise across both psychiatric and primary care, filtered through lived experience as immigrants, caregivers, and advocates for communities that are too often underserved by the healthcare system.

Dr. Chriss Mulumba did not arrive at psychiatry through a straight line—and that is precisely what makes him exceptional.

Originally from the Democratic Republic of Congo, Dr. Chriss Mulumba spent over a decade as a registered nurse before pursuing his medical degree at Windsor School of Medicine and completing his specialty training in psychiatry. Those eleven years at the bedside are not background noise—they fundamentally shaped how he practices medicine. He has seen mental illness from every angle: as a technician, as a nurse, and now as a physician who is board-certified with the American Board of Psychiatry and Neurology.

Since beginning his psychiatric practice in 2017 and joining the American Psychiatric Association in 2018, Dr. Chriss Mulumba has built a reputation for what can only be called whole-person psychiatric care—the kind that refuses to treat a diagnosis in isolation from the human being carrying it.

His clinical specialties include:

  • Treatment-resistant depression—the cases other providers have been unable to resolve
  • TMS therapy (Transcranial Magnetic Stimulation) for depression and OCD

Originally from Haiti and formerly trained as a mathematics educator before pursuing medicine, Dr. Sindy Mulumba brings a distinctive combination of intellectual precision and deep human empathy to her clinical work. She earned her medical degree from the American University of Antigua College of Medicine and has spent over 15 years building expertise in adult primary care, urgent care, and same-day clinical settings.

Her clinical approach is warm, thorough, and prevention-focused—the kind of family medicine that takes time with patients, builds real knowledge of their health history, and creates plans that fit real lives. At STARS, she offers:
